Efforts are underway across multiple agencies and organizations to address nitrate contamination in the Lower Umatilla Basin Groundwater Management Area (LUBGWMA). Below are key resources and programs working to improve groundwater quality and protect public health.
Oregon Health Authority (OHA)
If eligible, OHA provides resources and support for well owners including:

- Well testing voucher program
- Household water delivery

Oregon Water Resources Department (OWRD)
OWRD oversees water rights administration and management for both surface and groundwater. The agency provides reports and data on water trends to support sustainable resource management.

Department of Environmental Quality (DEQ)
DEQ is the regulatory agency responsible for protecting water quality by monitoring pollution, enforcing environmental laws, and implementing programs to reduce contaminants in surface and groundwater.

Oregon Reduction Nitrate Plan
The Oregon Reduction Nitrate Plan is a coordinated, multi-agency effort to reduce nitrate contamination in groundwater in the LUBGWMA region. Led by the Oregon Health Authority (OHA) in collaboration with the Department of Environmental Quality (DEQ), Oregon Department of Agriculture (ODA), and Oregon Water Resources Department (OWRD), the plan focuses on:
- Free well testing and treatment options
- Pollution reduction strategies
- Ongoing monitoring and data collection
This initiative works with local governments, businesses, and community groups to ensure long-term groundwater improvements and protect public health.
